But creating a mailer that meets USPS requirements and looks great takes some strategy.

Understanding USPS Requirements 

Postal regulations impact everything from layout to paper choice, and overlooking even a small detail can delay delivery or increase costs. Below are the most important requirements to keep in mind:

1. Address & Barcode Clear Zones

USPS requires specific “quiet zones” where addresses, barcodes, and routing information must remain unobstructed.

Design implications:

  • Leave at least 4.25″ × 2″ clear for the address block.
  • Avoid placing images, patterns, or heavy color under this area.
  • Keep logos or decorative elements outside the barcode zone to avoid scanning issues.

2. Folded Mailers: Raw Edge, Final Fold & Tab Requirements

If your piece is folded, USPS rules determine where tabs must be placed and how the piece can open. Tabs keep the mailer closed during automated processing, preventing tearing or catching on machinery.

General USPS tabbing rules:

  • A folded self-mailer typically requires two tabs, each
    • 1″–1.5″ in diameter
    • placed on the top edge, within 1″ of each side.
  • For folded self-mailers, the folded edge must be on the bottom, and the open edge must be on the top and secured with wafer seals (tabs).
  • If there’s a raw edge, tabs must oppose the raw edge to keep it secure.
  • Folded postcards are the exception and are not subject to the same folded-edge requirements.

Design implications:

  • Keep essential text or imagery away from where tabs will land.
  • Plan graphics so the raw edge and fold work with your design, not against it.

3. Size & Weight Classifications

Your mailer’s size determines whether it qualifies as a postcard, letter, or flat — and the difference affects postage rates.

Common size rules:

  • Minimum: 3.5″ × 5″

  • Postcard (First-Class Mail only): Up to 6″ × 9″

  • Maximum for letter rate: 6.125″ × 11.5″

  • Maximum for flat rate: 15″ × 12″

  • Thickness: 0.007″–0.25″

Design implications:

  • Staying within letter- or postcard-size limits typically keeps postage costs lower.
  • Flats offer more design space but should stay under the 15″ × 12″ maximum to avoid parcel pricing.
  • Thicker or oversized pieces add durability and visual impact, but can quickly increase mailing costs if they exceed size or weight thresholds.

4. Paper Weight Requirements

To stand up to sorting machinery, USPS requires certain paper weights depending on format.

  • Folded self-mailers: minimum 70# text
  • Postcards: minimum 100# cover

Design implications:

  • Choose a stock that won’t crease, tear, or warp.
  • Heavier stocks feel more premium while also meeting USPS durability standards.
